Harvey--Sounds pretty much like Missouri.

I've been watching with bemused disgust, if that's possible, the law put forth by our capital city of Columbus a while back.  Keeping in mind that Ohio state law states that local governments are not allowed to make laws concerning firearms, Columbus passed an assault rifle ban with no grandfathering.  Cleveland tried this a couple of times, and it went to the OH Supreme Court where it was summarily struck down, yet Columbus learned nothing from that.
